A couple of ways are if it is charging slowly or not at all. Also if the accompanying charging cable comes out of the charging port. Also, if pins inside the port become broken or bent.
The iPad might have a dirty or damaged charging port. Or your charging accessory might not be the Apple-certified one. Please note that a USB charger isn't designed to charge an iPad.
