Yes, an iPhone 13 back can be replaced. It requires a professional expert however. This has been found to be quite expensive with Apple except an AppleCare+ was purchased ahead. But other professional centers like the Good Zone Service & Repair, it is done much cheaper.
Once a customer purchase AppleCare+ support with their iPhone 13, the price to replace the back glass is about $29. But without buying that support with it, it will be treated as out of warranty and the amount charged can be as high as $600 except at professional repair and replacement centers that charges and do it for far less price.
It depends on the type of warranty the customer bought. Apple has a one-year warranty but that does not cover the phone's physical damage. The other is 2 years warranty and covers physical damage with a little fee charged.
